Mediation Administrator

DEPARTMENT : HIGH COURT

LOCATION : MASERU

JOB TITLE : MEDIATION ADMINISTRATOR

GRADE : J

RESPONSIBLE TO : DEPUTY REGISTRAR

JOB SUMMARY:

Under the general supervision of the Deputy Registrar, the incumbent is responsible for implementing, administering, overseeing and evaluating the Court Annexed Mediation (CAM) programme.

MAIN DUTIES

  1. ADMINISTRATION OF COURT ANNEXED MEDIATION (CAM)
    1.1 Allocates cases to Mediators.
    1.2 Establish and implement appropriate strategies for tracking of cases allocated to Mediators.
    1.3 Conduct mediation of complex cases.
  2. OVERSEES THE IMPLEMENTATION OF HIGH COURT MEDIATION RULES
    2.1 Facilitates implementation of procedures covered by the rules.
    2.2 Trains litigants, lawyers, judges and court staff about CAM programme and rules.
    2.3 Facilitates capacity building of Mediators on an ongoing basis to enhance their ability to provide good services to the parties.
  3. MONITORING AND EVALUATION OF COURT-ANNEXED MEDIATION
    3.1 Compiles and analyses reports prepared by Mediators.
    3.2 Facilitates the assessment and evaluation of the CAM programme by an Assessment and Evaluation Working Committee to determine its effectiveness.
    3.3 Implements appropriate adjustments to the programme as recommended by Assessment and Evaluation Working Committee.
  4. TO ESTABLISH FEASIBLE OPTIONS TO ENHANCE PERFORMANCE OF THE DIVISION
    4.1 Manages all projects within the section.
    4.2 Develops sectional objectives to facilitate drawing of individual work plans.
    4.3 Agrees on staff annual work plans to ensure that the plans are in line with the objectives of the department.
    4.4 Conducts half yearly appraisal of staff to determine individual performance and
    training needs.
    4.5 Appraises and approves sectional training plan.
    4.6 Oversees preparation of recurrent and capital budget for the section.
    4.7 Disciplines staff under his/her supervision.
    4.8 Produces quarterly and annual reports.

JOB SPECIFICATION

Master of Law (LLM) plus three (3) years’ experience as a Mediator.

or

Bachelor of Laws (LLB) plus four (4) years’ experience as a Mediator.

• Relevant qualification in Alternative Dispute Resolution (ADR) will be an added advantage.

Authority for decision making: The incumbent has the authority for management of staff under his/her supervision.
Problem solving: The incumbent must be capable of decisively dealing with problems arising from offices under his/her supervision, clients, misconduct of staff and resolving conflicts.
Supervision received: The incumbent is expected to work independently and report to the Deputy Registrar.

Mental effort: The job requires a high level of concentration on thinking strategically, planning, coordinating, budgeting and organizing

Hazards: Likelihood of attack by dissatisfied individuals.
